I think that the lower class players still populate that server. Also I have a theory that there can be only one server for each type of game mode. Example: You can't have two knife TDM servers, you can't have two City RPGs. See Outpact already has a City RPG and it's sucking up all the City RPG players. Tezuni has a City RPG too, but since Outpact's exists it's a waste of time for Tezuni to host his City RPG....
Anyways the moral of this story is that Tezuni has the only prison RP. I'm sure if someone setup their own brand new OFFICIAL 24/7 prison RP, and with ab]stable administration team[/b], people would really stop going to Tezuni's.

Second post because no edit: it is literally impossible to host a stable 24/7 jail escape, you need extremely active admins for as long as its online, issuing harsh bans to inforce zero tolerance protocols. You cant have both. Hosts with any sense, would shutdown, or password the server when they or any of their admins are unable to watch over the gameplay.
