the housepets! forum is really small and slow but the people are pretty much universally nice
sadly the rules are annoyingly strict

But it's advertising other forums on someone's forums. It has nothing to do with advertising in and of itself. It's like, "Hey guys this forum sucks let's migrate elsewhere."
