Jailbreaking is basically when you can free your device from Apple's restrictions, and you can find many helpful programs for jail breaking online.

I've heard that jailbreak for ios7 isn't out yet. Is this true?

I guess you have to wait for a while until they make a good jailbreak for iOS7, not sure, but well I've got some perfomance issues when I did a jailbreak on my iTouch 4, when I restored it, the perfomance issues were gone, not sure if that will happen on your iPhone tho

It is, but many of these jail breaking programs for iOS 7 have not been perfected yet. iOS 7 is not even close to perfection, just yet.

I never trust jailbreaking. I don't know if it's just some deep seated fear that my iPhone could be completely ruined by it or that the warranty would be voided, but I just don't do it.

But I don't think there is any jailbreak software compatible with iOS7 yet. I could be wrong though
