No playerlights on my server?

On my server, nobody can activate their playerlights. They're off when they spawn regardless of environment and cannot be turned on. I am not using a gamemode, special playertype, or mod that removes playerlights. But they CAN be applied to bricks as normal.
Any help?

Console.log would have a ton to figure out the issue. It'd also be nice if you tried to use the light in your server to see if it is broken before you ever join the server or if there's another issue.

I tried it myself, and no, it does not work.
