Yes. Go the the Advanced tab and look for these settings:

Permissions, Edit Rights
Permissions, Reset Rights
They can be set to any of these:

Creator - Only the minigame creator may edit it.
Full Trust - Only people in the creator's full trust list
Build Trust - Same as above, but build trust
Super Admin - only SAs
Admin - only admins or SAs
