it's all in the OS

a 800mhz phone might outperform a 1000mhz phone because the OS is optimized better and can use the cpu correctly
there's someone online who did performance test between 2.2 and 2.1 android. 800mhz on 2.2 beat the 1000mhz on the 2.1

i benchmarked two phones with same android version, one 1000mz and other 1400mhz, the 1400mhz wins
no. even with everything exactly the same the MHz don't matter much. its not in the os, its all in the CPU per-core performance
kinda like the i5 at 3.5ghz is 3 times faster then the FX 6300 at 4ghz

although, android 4.4 on the ART runtime does make a significant difference against something like 4.3 on the dalvik runtime

Nexus 5 is good if you want to go the Android route.  Nexus phones are pretty damn solid.

if anything, I'd get the moto g, but that's still more expensive than the 520.

It's not really a buy this or something else, it's buy this or keep what I have. And based on my research, it will be an upgrade from my iPod.
