psu is overkill, even if the only other option is a $50 500w unit, it's still better because he doesn't have to bother with a rebate. Cpu is a little dicey for me because I would usually recommend an i3-4130 for this price range, but honestly it hardly matters when the specs are this close, he won't go wrong with either model.

Aside from those things, your build is the best

v9800 firepro is VERY slow
that cpu and mobo are not even the right chipset

My custom build was in the $800's, but thats because I wanted a lot of juice :S
You can get some high end computers for rather low prices.
