I bet cloudflare is being a piece of stuff again.
Well consider that there is not such thing as DDoS protection. You can't block it, you can only process that data so fast. With enough power you can take it down. All they do is handle the load because they have a high download speed. Anything that exceeds theirs will take it down.

Actually, with packet filtering you can technically stop DDoS, but this requires the ISPs to configure their routers.
