I mean the bills that my parents pay, they're extremely high in the UK.

No they aren't, they're pretty much the same in any first world country.
I am not sure what current hosting services cost, but judging from RTB's price of only £3 per month (less than half an hour working minimum wage) then you'd be able to afford service.
