If you don't have a static IP, most of the time you won't authenticate. Same as hosting a server.

Ask your parents if they put a proxy on your network. If not, call your ISP.

This problem HAS BEEN SOLVED!!!!

My computer's connection was networked to a NAT Type that was strict. This meant some gaming stuff was restricted.
Switching it to a good Nat Type allowed all gaming stuff to process. This problem has been solved and the problem was the network.
