Well, you could theoretically take the bus to the nearest mall and buy it there... Or ask your parents to take you there... Unless you live really really far away from any computer shop / mall then yeah
We don't have buses out here. Or Taxi's

Nearest town with actual stuff in it: A long ways away

For some reason google maps once gave me 8 miles to the nearest 'town' when its

It gets loud a lot. I don't have some canned air laying around. What can I do?
its not the hard drive, i'm positive, because it makes a whoosh sound after it gets loud
Does the fan make a growling noise? If so, it means the bearing is worn out (and it's usually a cheap Chinese fan). Or does it just push a lot of air?
Also is the fan in your power supply?

just judging from what I've heard, it's only necessary if you intend on overclocking a lot

Exactly how expensive will the build be? How much overclocking will you do?

Also remember that liquid cooling will not cool passive heatsinks and non-heatsinked components, so you need to add a fan at the back.
