I want to make edm/electro music from complete scratch. What software should I get and why?

It doesn't have to be free, I have about 400 dollars to spend

From complete scratch you say?

Go into audacity, and enable drawing mode to draw your own sound waves. It'll only take a couple years to make 12 seconds worth of a good song.
