As in, what features are you looking for?
snipping obviously, and some basic tools like slowing down time, spinning, changing colors, zooming in, etc.

Not the best software out there, but it is free.

Install Linux, then? It's free and you can have both Windows and Linux on your system. Or, use that reverse WINE program I can't remember the name of. If you're willing to shell out $50, which isn't free but it's not bad for a video editing software (see: $600 Vegas/Premiere/AE).

well you see it's hard as forget to dual boot sometimes
