pretty sure you can't change people's names/clan tags with just VCE
you can however, color messages by default
it just isn't chat from the players, it's from events/commands
for color in text, try <color:######>, the #'s being the hex code of the color

Or maybe he wants to change the color of the name above the person's head. Which you also can't do with VCE.
