How to change avatars in the forum?

Yes, I know this question may seem dumb as hell. But I want to know how, and because people say I should go to Forum Profile Information. Problem is...it's not there. Help???

Click on profile at the top, then click on Forum Profile Information on the left hand side, under Modify Profile, then use an image that's 75x75 or smaller.

Did you do something that would have got you banned or anything? Badspot may have revoked your ability to change your profile.
