How do you block downloads unless confirmed by a password?

My mom has recently downloaded a whole bunch of stuff and now there is a bunch of crap software that is on my computer. I want to make a password dialog or something like that show up every time she attempts a download, that way I can modify what she downloads to not download the stuff, or stop her from downloading it at all.

A lot of software can't be installed without administrator priviledges, so you could just make a non-admin account for her

Have you even tried to educate her why you don't download random stuff. DO that before you try to do something like this
