Steam is not 70GB. Maybe your games are, but steam isn't.

what about making a backup of your 'common' folder and then copy it once youve reinstalled steam?

You have a couple options here.
  • Copy the files to a web hosting service and download them on the new computer, which will take
    19/(upload speed in MB/s) + 19/(download speed in MB/s) hours to complete
  • Put the files on a flash drive or external harddrive that is 70gb or more, which will take
39/(transfer speed of storage device in MB/s) hours to complete.
  • Just download them again. Will take 19/(Download speed in MB/s) hours to complete. This is your best option if you have a decent download speed.
