So I changed the color of some weapons using paint, and for me the colors are okay in-game, but when my brother joins, the weapons are white for him? i'm not sure what to do to fix that because it doesn't seem like that should happen.

Did you change the icon or the material?
Also, maybe this is something with the connecting client thinking they already have the correct colored resource because they have downloaded the old one.

I changed the color of the png file for the weapon itself, and he doesn't have the the original weapons or the modified ones.

Ask your brother to temporarily move his cache.db, restart his Blockland and then try to join.

Check his network settings to make sure he's downloading textures.
