Would this be able to run JC2?

My friend has an AMD something CPU that runs at 1.3Ghz with 2 cores
And an  AMD Radeon HD 6310 Graphics (0x9802)

I have an Intel Pentium 4 (3.8Ghz (2 cores))

and an AMD Radeon x300 series GPU.

He can run Just Cause 2 with low graphics, do you think I would be able to? At lowest graphics.

I don't even care for the graphics of the game, I just want to play without going 10fps, anything over 20 probably.

I don't have the money to spend on getting HD graphics.
