I have an idea. Make it so that the only way for prisoners to get items is for them to actually go into restricted areas via vents that can only be opened with a crowbar. The crowbar is only found in the armory, meaning that players would have to try and find a loose crowbar, in very secret areas of the prison only accessible with those who are very experienced with the build/server or being forced to search the whole prison for it, like a secret hole in the walls. Such has a wall that secretly has collision off, like those high up ones. You can choose where to get these crowbars if you'd like.

Okay. Maybe you could have it so that there is a time teller, like some other persons Prison Escape, where there was something that told you the time. Make it so only admins can set prison times or anybody that has 10000 points. Like for instance, one day of freetime is turned into work-period.

Guards will get realistic weapons, and prisoners will get weak fists.

i have a question

should the warden have money to build new parts of the prison, such as a riot armory, a CCTV room, and maybe a workshop that prisoners can work in and can generate the warden some revenue

the workshop would generate the warden some revenue to buy stuff

prisoners will also receive some money which they can spend for items in their cell such as a drawer that they can store their items in or something else
