That I sincerely doubt. It's very difficult to believe that NK is anything but deranged.
While we can't count on Russia to make choices that we agree with, I would be extremely confused as to why they would both reduce their stockpile and make a move that could result in some nukes flying. They certainly aren't stupid.
And, of course, we're not really enemies anymore. We're just scared of them.
