I've decreased it all the way to 3.27 KB, same error

Make sure it is a PNG or JPG at 75x75 resolution. Upload it to the forums. Press F5 to refresh browser cache and it should appear. Large file sizes may cause problems.

I used paint.net and then used PNGGauntlet to optimize it a bit.
