Like seriously. Play multiplayer games. Talk to the people you're playing with. Join them in doing things. MMORPG's are good for this, because you can play PvE together and work as a team. Maybe even join a guild and play with whole groups of people in it.
Chat to them and ask to add them as a friend on Steam. That's a good means of keeping in contact with people for gaming, but also for social reasons.
Once you're playing games with them just chat and get to know them.
If you have things in common and spend time together you're friends.
You have to work at making friends. You can't just magic them up. You have to put some time and effort into meeting people and getting to know them.
