OnActivate is admin only

Can vouch that this is a problem, but it's more conventional to just change a single 0 or 1 around.  Dglider made me a fixed version, but since my computer went kaput, that's a no-go.

If this is a CRPG server, there is a console function that can fix it. I misremember the exact way it goes, but it went something along the lines of buildevents. Search the .cs files for it.
