Someone who would happily spend more than that on actual model trains. Model railways are a seriously expensive hobby.
For example, the Class 67 Diamond Jubilee Add-On sells for £4.99, yet on eBay a replica (which isn't even official, being a Class 67 with Diamond Jubilee livery painted on top) is selling for £50.00, and I can't even find an official Class 67 Diamond Jubilee for sale any more.
The Train Simulator game and Add-Ons are an absolute bargain for model train enthusiasts, especially as all the routes come with a significant amount of rail and a fully furnished route with accurate turns and buildings along the way.
For a model enthusiast the cost of producing anything like that would be phenomenal, especially when they have to acquire model buildings and trees and people.
