People aren't spawning on the spawn brick.

So I host an Army RP, and I have no idea why this happens but when people join. Only SOME of them don't spawn on the spawn point. Then other times people spawn with jets and default tools when they are supposed to have no jets and a medkit. Can anyone explain this?
