Sim City 4 to Steam

I own the retail version of SC4: Deluxe Edition and I noticed it's on Steam as well. Is there a way to link it to my steam account? I have the case and both disks but due to the time I've had it, I lost both manuals and the key was on one of the manuals instead of the box like any other regular company would do.
