For smaller businesses, it ramps up their payroll expenses. When cities/states have raised the minimum wage in the past, it precipitates an increase in unemployment. From my perspective, jobs that pay badly are better than no jobs at all.
I think that a huge step towards fixing the problem would be pressuring huge corporations like McDonalds to pay their employees a living wage (since they can actually afford it without any issue).
