Most chargers have an amperage
well over what the device needs. I'm talking twice the amount of what it needs. Because why not, the device only takes what it needs.
While you're right about the PSU's that's because most PSU stuff inside your computer is on a 12V rail (some is on a 5V or a 3V rail), and the amperage is thus the wattage of the PSU divided by 12V. So it's because it has a set voltage.
Laptops totally differ in this depending on the battery and if you have a stuff cheap notebook or an MSI gaming laptop.
