Total War: Napoleon - It wont let me play with High/Very High graphics

I can use Very High graphics on Total War: Shogun 2 and Total War: Rome 2 but It wont let me use Very High graphics for this game specifically, I've tried everything but it just doesn't work.

Help would be severely appreciated.

Note: I'm playing on a gaming laptop built to handle these kind of graphics.

It shows "High" and "Very High" in the graphics options but it isn't highlighted so I can't click it.
I can play on Low and Medium graphics though

And it only does it on this Total War game specifically
