I don't want anything that connects to the internet, I just want something that can play blu-ray discs and is in 1080p.

get a chromecast if you play your cards right youll still be under 30$

You can only stream chrome windows with chomecast.
You can't stream any media software.

Next time I go there I'll look, but I doubt I'll find anything.

I have mutiple blu ray discs.
I already have a blu ray player for my upstairs TV, but only a dvd player downstairs.

I already have stuff downstairs that let's me stream netflix or whatever, but nothing for playing just blu-ray discs.
