Also sorry for the double post, I recommend outright removing system_blocklandplus, I don't quite remember but there may have been a conflict with it and another add-on. It was only used for a server that's never hosted anymore.
I had this exact same problem with Bplus! I had to remove it completely in order for any addons to load, no matter how much I fidddled with it.
