How are BL_ID's chosen?

When I decided to get another key to get this account running I thought my ID was going to be up in the 190ks as it was at the time, but instead I was given a smaller ID. 51917
So I ask
-Is it random or does it continuously count up?
-Do new keys take revoked ids?

It counts up. Banned IDs stay banned and are never used by anyone else

Sounds reasonable, this account was bought off of amazon and my first key was the bl website.
