How do I obtain .CS?

if you mean open it, open in any text editor such as notepad or wordpad

If you are trying to change server prefs, look in (Blockland Directory)/config/server/prefs.cs. When you double click on it, and it asks you to open with a program, choose WordPad. It will usually wordwrap correctly and it won't look like a jumbled mess.
