they're audio spectrums
you can only make them in after effects, as far as i know

To clear it up, it isn't an equalizer, which is something that actively changes the amplitude of frequency ranges; it changes the sound, not shows it.
It is a visualization of the frequency spectrum of the audio.
You can make them in other things than after effects (For example, I think the current version of FL Studio) but after effects is probably the most used.
