it's an adjective either way, it's just whether it modifies "Self Delete" or "attempts," but grammatically it makes more sense for it to be modifying "attempts." especially because "plummeting" is a bit of an unusual way to describe Self Delete

I'm still a bit skeptical about it myself too, however i am agree that this legalization of the homoloveual marriage might lead to less Self Deletes.
Maybe not like a lot, but it certainly will relieve some pressure on those who struggle with their loveuality and felt that them being homoloveual was wrong because the law says so and thus also many people around you.

At first i did not quite see the connection but that last line of the last quote in the OP explains it well.
If same love marriage is forbidden by law, being gay will be seen as bad and made fun of and all that.
Which can of course lead to Self Delete.
