Issues Changing Profile Picture

I seem to be having some issues with changing my profile picture (a new HD version of the SMPTE color bars) but I'm not sure why it won't work; I've tried at least 10 times now.

My current profile picture was larger than 75x75 when I uploaded it. Does the forum not automatically scale images down?

it does but your image is probably over the 'invisible' file size limit, try reducing the file size (probably by manually resizing down to 75x75)

it always scales down to low quality jpegs. there's a good change it worked but you can't tell. resize it to 75x75 first.

This is the image I'm trying to upload; it's quite bigger than 75x75. I'm an absolute noob with computers; how do I scale this down to 75x75?

It doesn't have to be exactly 75x75, otherwise that image's aspect ratio would be horribly compressed. This is 75x56 so hopefully it should work
