I've already tried disabling uPnP, and port-fowarding.
Any help?

no, just when i try to host.

Are you sure you are port forwarding the right port? Can you show us how you port forwarded (steps are fine)? Maybe you might have goofed up on something.

I used port 28000 and 28000. nothing else.
I used the port-forwarding steps badspot gave on his port-fowarding steps (kinda out-dated at this point)
I use an ATnT U-Verse router.

In your server's console type: echo($Server::Port);

Typed in.
Outcome : 28000 (port)

WHAT I DID TO FIX THIS ERROR :

Went to the IP Adress provided on my router
Went into portfowarding (Sometimes provided to you, depends on your router.)
Went to my Computer that was listed.
Enabled all inbound and outbound traffic. (varies)

Error was fixed.
