Where the hell do you put the local ip?????
Did you select a device somewhere before you got to this screen?

Anyway, as far as the rest of it goes, you can just type 28000 in both the from and to box, maybe 28030 in the second box just for safe measure. (sometimes the ports get 'stuck' and blockland will start using the next one up).
Protocol timeout, map to host port, and application type can be left blank.

I'm pretty sure you have to select UDP for protocol. but let me tell you i have the same exact router and I've tried everything.
It seems next to impossible to actually get it to open up the ports with what you're using
