Why is my internet so damn slow all of the sudden?

Downloading Steam updates, my PEAK is 3.2 Mb/s and its averaging around 2.3 mb/s. It used to be rather fast, but just recently I've been having many troubles playing games as I would randomly get disconnected for some reason.
