As far as I can tell, the penalty for GDPR non-compliance is a hefty fine to organizations that operate within the EU. Because Badspot presumably doesn't own a business in any EU country, none of those governments have any capability to fine him. I can't find any sources claiming that foreign websites non-compliant with GDPR will be blocked or filtered.
These regulations are probably a massive hassle for app developers who do business with the EU, but for small fish like Blockland, I suspect that nothing actually has to be done.
