There are two different people. 

The cat face painted thing has facial hair and masculine facial features.  It is clearly a male.

The other face painted thing that's bouncing around is almost certainly a female.  Feminine facial features and affect.

The voice is male.

I love MGMT.  I saw them at Bonnaroo and it was great.  The band is 2 guys, but in that video I only see one of them, the one with the facial hair.  The other one does look like a girl, but the other actual member is kind of feminine, so it might be him.
