How do I get an Avatar?

Well obviously tons of people have avatars, and I can not figure out how to do it. Can someone give me some help on how to put an avatar next to my name?

up at top there is a profle button click it then then at far left there i like 5 options click forum relted options then you see an avatar option w/ browse button blelow it dl the pick you want find it and press aply pixel settings must 64X64 kk?
