Well, I think you need to make a model first and than you need to make or edit a script. I'm getting better at modeling but I've never scripted before. I think there's other things that you need to do though.

I use Milkshape. It's easy to use but you need to buy it. You could also use Blender but it's harder to use but it's free. I herd that it's good to start out with Milkshape and once you get better you switch to Blender. :3

I forgot to say that's only if you want to make vehicles or items/weapons. :P
