Help with Dedicated server and stuff.

When I start a server, the ping is dead 3/4's of the time. Even if it's not laggy at all or has few add ons. Any help?

Another question. Even when my server does work, it never works dedicated.
I typed into the black box what it told me to type in and says posting to rtb server and posting to master server repeatedly. Again, any help?
