Blocking/turning off chats

I need a way to turn off chats, I don't mean on a server made by me, i mean like on an internet server that i'm not even admin on. Sorry if this goes in "Suggestions & Requests".

I think it's in advanced but I'm not sure.

it cant be in advanced because thats for hosting
and it doesnt go in suggestion and request because you want help you not suggesting

I checked and it's in Advanced, under GUI Options.
