My take on this is, they were in a high speed chase, and the UPS man was clearly wining. It wasn't until young Daniel was able to escape this undercover FBI agent with the Sewer Intelligence because the cops came and stopped the UPS man. He was driving on too much water.

I know the real story.

That guy got married and as a gift he got a sewing machine. There happened to be an accident with that UPS truck outside the reception. To show how stupid the gift was he took a picture of himself with it in front of the truck.
