Limmited accounts

What i want to see is a system that gives people a limmited number of accounts based on their ip's so noobs can go and make new accounts when they get jailed or w/e

you can't make a new account untill your account is unjailed

actually you can right now because there was a problem where the jail record never got cleared.  I should probably fix it.

If you implement that back in, can you clear the people who are already in jail? So you don't have people complaining again about not being able to log on because some account they created 3 months ago is jailed.
