back in v9, city RP ran without a problem
once v10 came out, it still showed up in the add-ons list and hasnt been unchecked
why doesnt it work now, it doesnt run when it says it does
and how can i fix it? :(

I think you have to run it on a dedicated server.If you are on one I cant help you.
