wtf is this?
i click ok and it pops right back up...

Try to backup your important files before you have to re-format.

so i have to reformat?...

It sounds like your antivirus has been completely screwed over by a virus.

If it's gotten to that point, good luck, even if you get rid of it who knows what kind of damage it has already done.

Edit: in my case I have my system files backed and would be able to restore them without reformatting my drive and losing all my games and whatnot (i would then reinstall the antivirus and go about getting rid of the problem). but since you are asking about this, here, of all places I'm betting you didn't do that.

Just download another virus scanner. After you clean up the existing one, uninstall your old one and then reinstall it.

Would work but generally if the virus has damaged one program it's damaged others and getting rid of it won't undo what it did, worse yet it's nearly impossible to tell what it has done. If he got rid of it now maybe a few weeks later he'll find out his steam account has been jacked or than explore keeps closing for some unknown reason.

Chances are it didn't do any of that. Reformatting is pretty pointless when there's a good chance all it did was screw up your anti virus. Viruses are made to make people money, and destroying someone's computer doesn't typically make you money. Disabling someone's antivirus and then trying to sell them a new one does.

Also, it's a possibility that a virus didn't do this, you could have done it yourself by deleting something you were supposed to or messing around with some options.

Oh if only that were true. Even those meant to make money still can screw things up.

And there is always the possibility that it's not a virus but generally even stupid computer users avoid messing with anything that looks important (file wise). They are afraid of messing something up.

In this case I've seen these type of warnings before, the prognosis is bad. I'm not saying he should reformat, I'm just saying that after a long and drawn out tech support involved process it sounds to me like that is what you are going to end up doing. By all means try everything you can to fix the problem, but at the very least backup what is important now before things get worse.
